TikTok creative is its own discipline. The ads that work look nothing like ads - they look like the platform: native lighting, native phones, real people, a hook in the first second. Creative that reads as produced gets scrolled past, and creative that reads as advertising gets skipped. The agencies on this list understand that; they differ in what they optimize for - viral brand moments, TikTok Shop commerce, or direct-response testing volume.
A structural note: this market splits three ways. Campaign agencies (Movers+Shakers) make cultural moments. TikTok Shop specialists (CTC, Everything Bagel, MomentIQ) run commerce operations. Performance creative shops (Marketr, Lauren Labeled, Y'all) feed the ad account. Which one you need depends on where your TikTok revenue actually comes from - ads, Shop, or brand halo.
As always: every fact below comes from the agency's own published material or a cited public source, self-reported claims are flagged, and every entry - including ours - gets real pros, cons and a pass line.
1. Marketr
Marketr is a US-focused creative production studio for DTC brands, built by the team behind performance agency Curve. The studio produces UGC, street interviews, statics and AI-assisted video - 2,000+ ads shipped for brands running TikTok, Meta and Snapchat.
Best for: DTC brands whose TikTok revenue runs through the ad account and who need creative as a testing engine: native formats, new hooks weekly, volume the algorithm can judge.
What stands out: Native fluency plus volume. TikTok punishes anything that looks produced, so Marketr's formats are the ones the platform rewards: creator UGC shot native (real phones, real light) from a 400+ vetted US and European roster, and street interviews - unscripted social proof that reads as pure feed content, with one shoot day yielding 50-60 ad-ready cuts. Briefs come from what the ad account is converting on, batches ship every 2-3 weeks, and AI-assisted editing multiplies winners into new hooks, lengths and languages without a re-shoot. Video runs performance-based at 10% of the spend it drives. Judge the output in the ad library.
Pros:
- TikTok-native formats: UGC and street interviews that read as feed content, not ads.
- Testing volume: multiple hooks per concept, batches every 2-3 weeks.
- AI-leveraged editing turns winners into variants and languages fast.
- Video priced on performance (10% of the spend it drives).
Cons:
- Not a TikTok Shop operations agency - brands wanting storefront, live selling and affiliate management should pair us with a Shop specialist below.
- Small senior team by design; capacity is scoped honestly and can be limited.
Pass on Marketr if: You need TikTok Shop operations (storefront, lives, affiliates) rather than ad creative, or you want one flagship viral campaign rather than ongoing testing volume.
2. Movers+Shakers
Movers+Shakers is a Santa Monica social-first creative agency, on TikTok since the platform's early days, building culturally-native, music-driven campaigns and always-on social strategy for consumer brands.
Best for: Consumer and beauty brands that want a flagship, culturally-viral TikTok campaign rather than direct-response UGC volume.
What stands out: The strongest independent press validation in this category: e.l.f. Cosmetics' Eyes Lips Face campaign passed a billion views (Inc.), with named work for NYX, CVS Beauty and Paul Mitchell confirmed via Glossy and Business Insider. When the goal is a cultural moment, their track record is the reference case.
Pros:
- Independently documented viral hits with named clients.
- Deep TikTok-native cultural fluency.
- Inc 5000-recognized, established team.
Cons:
- Brand and awareness focused - not a direct-response shop; no stated CPA/ROAS specialty.
- Pricing unpublished and premium; not Spark Ads or TikTok Shop focused.
Pass on Movers+Shakers if: You need high-volume, low-cost performance creative rather than one flagship campaign.
3. Common Thread Collective
Common Thread Collective (CTC) is a Costa Mesa ecommerce growth agency with a dedicated TikTok Shop offering alongside full-channel media and creative production.
Best for: Established 7-8 figure DTC brands that want one partner running TikTok Shop content and paid media together.
What stands out: A publicly documented TikTok Shop program for Ridge: 3,000+ licensed creatives per month sourced, the top 100 selected for use, supplying roughly 30% of Ridge's daily Meta budget. That is creator-commerce logistics at a scale few agencies can describe, let alone document.
Pros:
- TikTok Shop plus paid media under one roof.
- Documented large-scale creator licensing programs (Ridge).
- Flexible engagement models: retainer, performance or hybrid.
Cons:
- A generalist growth agency, not a TikTok-native creative boutique.
- Skews toward larger-spend brands; pricing requires a sales call.
Pass on Common Thread Collective if: You are an early-stage brand under ~$20K/mo, or you want creative only without media management.
4. Everything Bagel Partners
Everything Bagel Partners is a TikTok Shop-focused agency running shop setup, creator sourcing, seeding and affiliate management, plus Spark Ads amplification, as one team.
Best for: Physical-product DTC brands that want to launch or scale TikTok Shop end-to-end - including creators with zero prior TikTok presence.
What stands out: Single-team scope across the whole Shop stack: setup, creator sourcing, seeding, affiliate management and paid amplification. They self-report TikTok Platinum Partner status (one of 21 in North America) plus Beta Partner status - worth verifying directly, but the end-to-end Shop focus is clear from their offer.
Pros:
- End-to-end TikTok Shop operations from one team.
- No follower-count prerequisite for creators - they build programs from zero.
- Spark Ads amplification integrated with organic creator work.
Cons:
- No public pricing or named clients on the pages we reviewed.
- Partner-tier claims are self-reported; narrow scope outside TikTok Shop.
Pass on Everything Bagel Partners if: You want traditional TikTok ad creative without building a Shop storefront.
5. MomentIQ
MomentIQ is a Los Angeles TikTok Shop agency, founded in 2023, covering shop management, live commerce, creator and affiliate partnerships, content strategy and TikTok Ads.
Best for: Brands that want live-selling and creator-commerce specialists running their TikTok Shop, not traditional ad creative.
What stands out: Scale claims with real specialization: a stated $150M+ in annual client revenue across 200+ brands, and a claim that TikTok ranked them the #1 TikTok Shop Partner in Q2 2024 - reported on their own channels rather than independently confirmed, so treat it as self-reported. Live commerce and affiliate operations are genuinely their core, not a bolt-on.
Pros:
- Deep TikTok Shop and live-commerce specialization.
- Large stated scale across 200+ brands.
- Founding team with prior top US TikTok influencer-marketing experience.
Cons:
- Revenue and ranking figures are self-reported.
- Narrow scope: commerce operations, not general ad-creative production; pricing unpublished.
Pass on MomentIQ if: You do not plan to run a TikTok Shop storefront.
6. Lauren Labeled
Lauren Labeled is a New York boutique UGC and performance creative agency for Meta and TikTok - production, creative strategy, scripting and creator management with performance analysis.
Best for: Larger, well-funded DTC brands (their stated minimum runs $100K-$400K+/mo ad spend depending on the page) wanting one boutique partner across Meta and TikTok.
What stands out: Named clients on their own site - Pact, Jinx, LIVFRESH, Stars & Honey - plus a claimed $50M+ managed ad spend, 86% client retention and a 1,000+ creator network. Dual-platform specialization means Meta learnings feed TikTok creative and vice versa. One caveat: their own pages state different spend minimums, so confirm the current threshold directly.
Pros:
- Named, checkable client list.
- Boutique, senior attention across Meta and TikTok.
- Large creator network with performance analysis included.
Cons:
- High stated spend minimums exclude most early and mid-stage brands.
- Pricing model unpublished; boutique size limits bandwidth.
Pass on Lauren Labeled if: Your brand spends under their threshold - ask directly, since their own pages state it inconsistently.
7. Y'all
Y'all is an Austin boutique performance creative agency for DTC and CPG brands, producing static, video, motion and UGC across Meta, TikTok and YouTube, with media buying alongside.
Best for: Mid-size DTC and CPG brands that want a senior-led boutique team producing multi-format creative tied to live account data.
What stands out: Unusually transparent public writing: they publish creator and whitelisting fee ranges ($400-$1,500 per creator) and honest guidance on vetting agencies - the kind of openness that usually signals a well-run shop. Relatively accessible minimums ($5K-$25K/mo per directories) make them a realistic boutique option.
Pros:
- Transparent about pricing and process in public writing.
- Multi-format creative iterated against live account data.
- Accessible minimums for a boutique.
Cons:
- No named client logos surfaced in our research; published minimums vary across directories.
- Not built for hundreds of assets per month.
Pass on Y'all if: You need high-volume creative factory output rather than a senior boutique team.
How to choose the right TikTok ad creative agency
TikTok creative agencies all claim native fluency. The questions that separate them are about volume, feedback loops, and which part of TikTok your revenue actually comes from. Five checks worth running before you sign.
First, be honest about where your TikTok revenue comes from. Ads, TikTok Shop, or brand halo? Campaign agencies, Shop specialists and performance creative shops are different purchases. Hiring a viral-campaign agency to feed an ad account - or a performance shop to run live commerce - is the most expensive mismatch in this market.
Second, ask how many hooks ship per week. TikTok burns creative faster than any platform - winning ads fatigue in days, not months. The agency should ship multiple new hooks per concept per week, and the number should be in the proposal. Anything vague means creative refreshes when performance dips, which is too late.
Third, ask whether the creative team sees your ad data. Native taste gets an agency to average. Iterating from hook rates, hold rates and CPA by concept is what gets past average. If they do not want ad-account access, they are selling taste, not performance.
Fourth, check Spark Ads and whitelisting mechanics. The best-performing TikTok ads often run through creator handles. Ask who handles whitelisting agreements, usage rights and Spark Ads authorization - and what it costs. Retrofitting permissions after a video wins is painful.
Fifth, ask for TikTok-specific proof, not agency showreels. A beautiful reel of brand films tells you nothing about TikTok performance. Ask for currently-running TikTok ads in your category - then verify them yourself in the TikTok Creative Center or by simply scrolling.
How this list was built
This guide draws on the agencies' own websites and published case material, platform partner claims, independent press (Inc., Business Insider, Glossy), directory listings and LinkedIn data, plus direct experience producing TikTok ad creative for DTC brands. Platform-partner statuses and revenue figures are agency self-reported unless a third-party source is cited - entries say which is which.
Agencies are ordered by fit for the reader most likely to land here: a DTC brand running TikTok ads that need to convert. We deliberately included the three business models - campaign agencies, Shop specialists and performance creative shops - because buyers compare them, and the honest answer is they solve different problems. Marketr is our own studio; we have applied the same pros/cons/pass treatment to ourselves as to everyone else.
Wrapping up
The right pick depends on your TikTok model. A cultural moment: Movers+Shakers. TikTok Shop at scale: Common Thread Collective, Everything Bagel or MomentIQ. A boutique Meta+TikTok partner at high spend: Lauren Labeled. Senior boutique multi-format: Y'all.
But if your TikTok revenue runs through the ad account and the constraint is creative - not enough native, hook-first volume to keep the algorithm fed - that is the engine Marketr is built around. Send the form and we will scope it to your account, or browse the ad library first.
